On 29 June 2026 the Council of the EU gave final approval to a regulation streamlining the bloc's AI rules, carried in the Omnibus VII package; the amendments entered into force on 27 July 2026.
On 19 November 2025 the European Commission proposed a digital omnibus on AI that would tie high-risk AI obligations to the availability of standards, stretch their start to at most 16 months, add a 2028 sandbox and strengthen the AI Office.
The European Commission published the final General-Purpose AI Code of Practice, a voluntary tool to help providers comply with AI Act rules that apply from August 2025. It covers transparency, copyright, safety and security.
On 14 February 2025, the UK minister for science, innovation and technology announced at the Munich Security Conference that the AI Safety Institute would become the AI Security Institute, focusing on security-related risks and adding a criminal misuse team.
France and India co-hosted the Paris AI Action Summit on 10–11 February 2025, where 60 countries and international organisations signed a statement on inclusive, sustainable AI. The United States and the United Kingdom did not sign.
On 2 February 2025 the first binding parts of the EU AI Act took effect: bans on certain AI practices and requirements on AI literacy. Guidelines on the banned practices followed two days later.
The EU Artificial Intelligence Act took effect on 1 August 2024. It sets one risk-based rulebook for AI across EU countries, banning social scoring and requiring chatbots to disclose themselves, with rules for general-purpose models to follow.
On 21 May 2024, ten countries and the European Union signed the Seoul Declaration at the AI Seoul Summit, one of three outcome documents that tied government statements to the Frontier AI Safety Commitments and the Hiroshima Process International Code of Conduct.
The European Parliament approved the AI Act on 13 March 2024 and the Council of the EU formally adopted it on 21 May 2024; the Council described the act as the first worldwide rules on AI.
On 8 December 2023 negotiators for the Council and the European Parliament reached a provisional agreement on the AI Act, the file the Council described as the first rules for AI in the world; formal adoption followed in May 2024.
On 1–2 November 2023 the UK hosted the first global AI Safety Summit at Bletchley Park, where 28 countries including the US, China and the EU agreed the Bletchley Declaration on the risks of frontier AI.
In April 2021 the European Commission put forward its proposal for an Artificial Intelligence Act, submitted by Internal Market Commissioner Thierry Breton. It opened a negotiation in which the Council of the EU adopted its own position in December 2022.
A European Commission communication adopted on 25 April 2018 that set out three strands of EU policy on artificial intelligence — industrial capacity, preparing people for economic change, and an ethical and legal framework — alongside an investment target of at least EUR 20 billion.
In 1973 the UK Science Research Council published Sir James Lighthill's survey of AI, which sharply criticised basic research in robotics and language processing and caused a long loss of confidence in the field.
