Zoox

Zoox is an autonomous ride-hailing company founded in 2014 that builds its own zero-emissions robotaxis, with no steering wheel or pedals, and the software that drives them. It began carrying paying-concept service in Las Vegas after receiving the first commercial exemption for a purpose-built robotaxi.

What Zoox is

Zoox is an autonomous ride-hailing company that designs its own vehicles instead of fitting self-driving hardware to cars built by others. It started in 2014 with the aim of building purpose-built, zero-emissions vehicles for autonomous ride-hailing, together with an end-to-end autonomy software stack, so the vehicle and the driving software are developed as one system.[1]

Origins and ownership

Amazon announced an agreement to acquire Zoox, and said that Zoox would keep operating as a standalone business.[1] Aicha Evans as chief executive and co-founder Jesse Levinson as chief technology officer were to continue leading the company after the acquisition.[1]

The vehicle and its certification

In July 2022 Zoox became the first company to self-certify a purpose-built, fully autonomous, all-electric passenger vehicle to the Federal Motor Vehicle Safety Standards.[2] In the United States, vehicle makers certify for themselves that their vehicles meet those standards rather than receiving approval from the regulator before sale, which is why the word "self-certify" matters here: the vehicle being certified was not a converted car but one designed from the outset to drive itself.

In April 2024 Zoox carried its own employees as passengers on open public roads in a robotaxi with no steering wheel and no pedals.[2] The same month it received a driverless testing permit from the California DMV.[2]

Las Vegas

Zoox launched its service on and around the Las Vegas Strip on 10 September 2025.[3] Zoox calls itself the first company in history to provide a fully autonomous ride-hailing service in a purpose-built robotaxi.[3] The company said Las Vegas welcomes over 40 million visitors annually and was chosen as the debut city for that reason.[3]

The regulatory path

On 6 August 2025 NHTSA issued the first-ever demonstration exemption to American-built automated vehicles, covering Zoox driverless vehicles.[4] The exemption came with a condition that Zoox remove or cover statements that its purpose-built vehicles comply with applicable Federal Motor Vehicle Safety Standards.[4]

Zoox received the first commercial exemption for a purpose-built robotaxi on 30 July 2026, which allows it to charge fares.[5] Zoox said it had welcomed more than half a million riders and that another half a million had joined its waitlist, and that it would start charging fares in Las Vegas the month after the commercial exemption.[5]

Where it sits

The sequence of steps is what makes Zoox easy to place among autonomous vehicle companies. A vehicle designed without a steering wheel or pedals cannot simply be sold or operated under rules written for cars driven by people, so the company went through self-certification to the safety standards, then a driverless testing permit in California, then a demonstration exemption from the federal regulator, and then a commercial exemption that permits charging for rides. Each of those steps concerned the same purpose-built vehicle rather than a modified production car.[2][4][5]

The model of a vehicle built around the ride-hailing service, rather than a service built around an existing car, is the idea Zoox started with in 2014.[1] Its move into paid service came after it reported more than half a million riders and a waitlist of similar size.[5]
