Background
Executive Order 14110 was signed on 30 October 2023. It was the executive order on artificial intelligence that the orders of January 2025 were written against: one revoked it outright, the other ordered a review of everything done under it [1][3].
The revocation
On 20 January 2025 the President signed Executive Order 14148, titled "Initial Rescissions of Harmful Executive Orders and Actions". That order revoked Executive Order 14110 of 30 October 2023 [1][2].
The revocation was also reported to the legislature. A letter dated 17 March 2025 from the President to the Speaker of the House recorded the revocation, and the letter was published as a House document [2].
The AI-specific order of 23 January 2025
A separate order signed on 23 January 2025 carried the title "Removing Barriers to American Leadership in Artificial Intelligence". It stated that it revokes certain existing AI policies and directives that act as barriers to American AI innovation [3].
The order also stated a policy for the United States: to sustain and enhance America's global AI dominance, in order to promote human flourishing, economic competitiveness and national security [3].
What the order directed
The order set out three sets of instructions.
First, it directed the Assistant to the President for Science and Technology, the Special Advisor for AI and Crypto, and the Assistant to the President for National Security Affairs to develop an AI action plan within 180 days [3].
Second, it directed a review of all actions taken under Executive Order 14110, with agencies to suspend, revise or rescind those actions that were inconsistent with the new policy [3].
Third, it directed the Director of the Office of Management and Budget to revise OMB Memoranda M-24-10 and M-24-18 within 60 days [3].
How the pieces fit together
The sequence ran over roughly two months. The rescission order of 20 January 2025 removed Executive Order 14110 as a standing instruction to agencies [1][2]. Three days later, the order of 23 January 2025 supplied a new statement of policy, revoked AI policies and directives judged to be barriers to innovation, and handed the detailed work to named officials and to the agencies [3].
Two deadlines structured that work: 60 days for the Director of the Office of Management and Budget to revise the two OMB memoranda, and 180 days for the Assistant to the President for Science and Technology, the Special Advisor for AI and Crypto and the Assistant to the President for National Security Affairs to produce an AI action plan [3]. In between, agencies were to go through everything done under Executive Order 14110 and decide what to keep, change or drop, measured against the goal of global AI dominance [3].
The revocation was formally communicated to Congress in the letter of 17 March 2025 to the Speaker of the House [2]. What carried forward was therefore not a single order but a policy statement plus an action plan and agency-by-agency reviews, with the substance of US AI policy resting on those outputs [3].
