On 6 August 2025 Shanghai released its Embodied Intelligence Industry Development Implementation Plan, targeting 100 key enterprises, 100 major application scenarios, 100 leading products and a core industry scale above 50 billion yuan.
In March 2025 Shenzhen published a 2025–2027 action plan for embodied intelligence robots, targeting an industry scale above 100 billion yuan, more than 1,200 cluster companies and a group of large, fast-growing firms.
In March 2025 Beijing issued a three-year action plan for embodied intelligence, setting targets for technology breakthroughs, products, companies and mass production, including a goal to be the first city to exceed 10,000 units produced.
On 20 October 2023 China's Ministry of Industry and Information Technology issued guidance on humanoid robots, setting targets for 2025 and 2027 and five groups of tasks covering technology, products, scenarios, ecosystem and support.
